Priority 3: Determining Charter School Effectiveness and Improving Charter School Performance
The numbers of charter schools in the southeastern states are increasing. Florida has more than 400 charter schools; North Carolina has about 100; South Carolina has over 40. Other states are experiencing increased public attention and legislative support to create more charter schools.
Effectiveness findings among charter schools are mixed. The state departments and charter school organizations are seeking ways to determine effectiveness that will respect the unique cultures that characterize charter governance. They also seek to identify valid approaches for measuring improvements in performance for target groups of students.
