Director

Dr. Foorman is the Francis Eppes Professor of Education and Director of the REL Southeast at Florida State University. She is internationally recognized for her research on reading instruction and reading assessment.

Sally attended the University of Virginia (B.S. in Special Education) and Duke University (M.B.A.). She handles budgeting, invoicing, travel and other financial tasks on the REL Southeast. Before working on the REL Southeast, Sally worked at FCRR on the English Language Learners - Literacy Express project, which evaluated ways to help preschools and preschool teachers learn how to provide pre-academic activities in their preschool classrooms, particularly for children whose home language is not English.

Jimmy is the Assistant Director of the Florida Center for Reading Research and the needs sensing & dissemination lead for the REL Southeast. He is experienced in communications management, strategic planning and contract management.

Jennifer Dombek, Ph.D.

Associate in Research

Dr. Dombek received her Ph.D. in Reading and Language Arts from Florida State University. She has coordinated several federally- and state-funded grant projects aimed at building language and literacy skills in students in pre-K through fifth grade. Her research interests include early literacy, content area literacy instruction and writing assessment for elementary school students.

Carolyn Herrington, Ph.D.

Dr. Carolyn Herrington is Professor of Educational Policy and is Director of the Educational Policy Center at FSU. Her teaching and research focus on the politics and policies of educational reform with a particular emphasis on the role of the state and has examined accountability, school finance, school choice and comprehensive children's services among others.

Deputy Director

Dr. John Hughes is the Associate Director for the Florida Center for Reading Research and the Deputy Director of the Southeast Regional Education Laboratory where he serves as the team lead for capacity building projects. He has conducted research and program evaluations at all levels of the educational system: as an education analyst for the Florida Legislature, as the program manager for Florida's early learning programs and as the Associate Vice Chancellor for Research at the Florida College System. While serving in the Florida College System he was contract the manager for Florida's new college placement test and oversaw the implementation of an early college readiness testing program. His current work is primarily K-12 oriented with a focus on helping states better utilize their data systems to inform decision-making. Dr. Hughes holds his Ph.D. in political science from the University of Florida.

Dr. Koon is a member of the REL-SE methodology team, where she uses applied statistics and psychometrics in studying educational issues. Prior to joining the REL-SE, she served as the director of Florida's large-scale student and educator assessments at the Florida Department of Education. She has over twenty-five years of experience in developing, analyzing, and implementing policies related to curriculum, instruction, assessment, and student progression through the educational system. Dr. Koon earned her doctoral degree in measurement and statistics from Florida State University.

Marcia Kosanovich, Ph.D.

Research Alliance Manager

Dr. Kosanovich is the Research Alliance Manager for the School Leadership in North Carolina Alliance. Dr. Kosanovich is a reading educator with expertise in teaching struggling readers and extensive experience in professional development and curriculum development. She is a former classroom teacher with experience teaching and tutoring Pre-K-12. She has taught undergraduate and graduate courses in assessing and teaching reading in both special and elementary teacher education programs. Dr. Kosanovich is the lead author of many literacy guidance documents for educators at the state, district, and school levels as well as instructional materials for teaching reading.

La'Tara Osborne-Lampkin, Ph.D.

Dr. Osborne-Lampkin's research focuses on the implementation and impacts of state and federal K-12 accountability policy and reform efforts on district and school-level policies and practices and student outcomes. She serves as the Principal Investigator on school leadership studies and technical support projects being conducted in Florida, Mississippi, and North Carolina, and as the lead researcher for the School Leadership in North Carolina Research Alliance. She also serves as Co-PI and project manager on the "Florida Effective School Leaders and their Training Programs Study," three independent leadership studies conducted in partnership with the Florida Department of Education. With expertise in mixed methods and in conducting large-scale, multi-site qualitative studies, Dr. Osborne-Lampkin serves as lead qualitative methodologist and/or Co-PI on three other policy related projects. Prior to joining the REL Southeast, she served as an Assistant Professor at the University of North Florida and Post-doctoral Research Associate for the National Center for Scaling Up Effective Schools, respectively.

Dr. Petscher is an experienced data analyst and researcher in education. He has responsibility for directing a number of center based research projects, and applying advanced statistical models to examine the relationships among student outcome variables.

Beth Phillips, Ph.D.

Research Associate

Dr. Phillips is currently conducting and developing research on emergent literacy, including topics related to curriculum development, assessment, and relations between emergent literacy and child behavior. Dr. Phillips also is involved in research on developmental psychopathology.

Jessica Silder Folsom, Ph.D.

Associate in Research

Dr. Folsom is an Associate in Research at Florida State University. She received her Ph.D. in Special Education with a focus in Education Research from Florida State University and is a former special educator for adolescents with low incidence disabilities. Her research interests include reading development, instruction, and interventions; special education; and pre-and in-service teacher development.

Kevin Smith

Kevin Smith, M.S.

Research Alliance Manager

Mr. Smith is currently the Research Alliance Manger for the REL Southeast at Florida State University, supporting the alliance managers for each REL Southeast research alliance. He is formerly the deputy and acting director of the Just Read, Florida! office at the Florida Department of Education (FDOE) where he provided extensive technical support to schools and districts across the state. Prior to joining the FDOE, Mr. Smith was a middle and high school literacy coach and teacher of English, journalism, and reading intervention.
